Katharine Burgess, Director of ULI, Urban Resilience Program

Katharine Burgess, Director of Urban Resilience at Urban Land Institute. Katharine is an urban planner and researcher with twelve years of experience practicing in the U.S., U.K., and Germany. At ULI, she leads research, manages on-site advisory services programs and supports ULI’s local-level work related to resilience and preparedness for climate change. Throughout her career, she has worked in urban planning strategy, community engagement and design research in both the private and not-for-profit sectors, including two years working on post-Katrina recovery projects on the Gulf Coast.

Hilary Bertsch, Principal at Perkins Eastman. Hilary’s experience includes large-scale waterfront, transit and urban retail developments across the U.S. In her twenty years of practice, Hilary has developed unique expertise in the design of public environments that create lasting value for both private and public sector clients. She has been closely involved in the design process from initial phases through implementation on some of the most high-profile projects in the U.S.

Elinor Bacon, Owner at E.R. Bacon Development

Elinor Bacon, Owner of ER Bacon Development. Elinor has more than 35 years’ experience in housing, real estate development and community development in the public and private sectors. She first established a development and consulting firm, Bacon & Company, in 1980, which she disbanded in 1997 to serve as a Deputy Assistant Secretary at HUD, managing the HOPE VI Program to transform severely distressed public housing.  She went on to launch DC’s National Capital Revitalization Corporation as its first CEO, and established E.R. Bacon Development, a DC certified business, in 2002. The firm’s focus is on urban infill; mixed-use, mixed-income development; and adaptive reuse of historic buildings. ERBD is a partner in Hoffman-Madison Waterfront, which is the developer of The Wharf, a mile-long redevelopment of DC’s Southwest Waterfront; and a partner in three other Southwest Washington Developments, led by PN Hoffman, 525 Water Street, Riverside Baptist Church redevelopment and Waterfront Station.   Bacon’s primary responsibilities as partner in the developments is community outreach, jobs, apprenticeships and business opportunities for DC residents and businesses and affordable housing.

Matt Steenhoek, VP of Development PN Hoffman

Matthew Steenhoek joined PN Hoffman in 2005 and is currently a Vice President of Development for PN Hoffman and the Associate Project Director for The Wharf, a 3.2 million square foot redevelopment in Southwest Washington, DC. Matt’s primary responsibilities include the management of the building design, transportation, sustainability, urban design, public financing, and local entitlement components of The Wharf. Prior to his involvement on The Wharf, Matt was PN Hoffman’s Development Manager for Constitution Square, a 1.6 million square foot LEED-ND Gold certified mixed-used project in NoMa, seeing the project from master planning through to construction completion. He has also completed developments in Alexandria, VA and the Kalorama neighborhood of Washington, DC.

Matt received his Bachelor of Science in Architecture from the University of Maryland, is a graduate of the 2012 Urban Land Institute Regional Leadership Institute, and holds a Master of Urban and Regional Planning degree from Virginia Polytechnic Institute. He is a LEED Accredited Professional and member of the ULI Washington Regional Initiatives Council.
